If you want you report to be visible in the customer portal as soon as they are created, without going to a draft status you can set them to be created in Approved status
Select a default status for new reports
Open settings - Templates - Reports
Click on Report settings on the top right
Select Approved as the default status for your reports for the reports to appear in the customer portal as soon as they are created
Select a default status for new Quotes, Invoices or Purchase orders
Follow the same steps as above to set a default status for other documents, setup in
